Hijabs, small dresses, jeans and see-through trousers

To display their identity, in a society where dress code is not of any particular importance to its people as long as it is fashionable, young Muslim women seem to find themselves to choose between the traditional Islamic dress and the Western style consisting of trousers and shirts. The later seems to be much in tune with the environment, an easier way to blend in and still be seen as a Muslim woman.
Although, a problem occurs when it comes to choose exactly what is appropriate as a moderate way to dress to fit into both section of society. This is quite hard and indeed, those in charge of giving advice on these matters, should look into it and provide a clear meaning to those young women, what Allah(swt) desires and the wisdom behind.
Last week, as I was rushing to get to work, in town center, I came across two young EXCEEDINGLY PRETTY ladies. They were in front of me, sliding gently in front of the shop windows, the only way I recognize them as MUSLIM LADIES was the HIJAB over their heads. They were wearing some very tight trousers, displaying their beautiful shapes, with also some small dress stopping right above their waist. Their heads of course tightly wrapped with bright shinning materials. I have to say, it was an awesome sight, to shake the heart of even the most piteous believer let alone , someone like me, struggling with sincerity.
What was really striking about this whole situation, is the fact that one of the girls was wearing a white trousers, completely SEE-THROUGH, well gifted with a rear shape. As I walked quickly to overtake them, and greet them with a SALAAM greetings and I noticed their embarrassment.
Perhaps, they understood, the reason of my greetings and why I was rushing almost kind of running to pass them.
It reminds me of the story of the prophet MOSES(pbh), as he came across the daughters of the prophet Ayub(pbh). He could not let himself being lead by them to their dwelling and he asked them to let him lead them instead. One has to avoid temptations and should not allow being its source as well.
This was not a way a Muslim woman should dress up, no matter where in the world one lives. It is not Islamic.The true idea of an Islamic dress code is not to be provocative to other people, whose private situation is unknown to you. To display certain intimate parts of our body, especially those most SENSITIVE is not acceptable when proclaiming the Muslim faith. The Salaam (peace) greetings we offer to each other, should be translate into our actions as well, and including the way we dress. A moderate dress code, is best of SALAAM GREETINGS than word of mouth.
The question, I wanted to ask to those two most pretty young ladies, is what do they think is most important between displaying their HAIR or their LOWER BODY SHAPE in such way, especially in a SEE-THROUGH trousers?
I am a sinner myself and I have accumulated so far quite a lot and I am sincerely worried to death about the potential outcome. None the less I think, an advice is needed, in order to save some souls and the image of Islam. This is a challenge to all of us as a community of believer. Let us give advices even if its going to hurt our beloved ones. Yes! indeed TRUTH hurts and love is BLIND.
I seek forgiveness from Allah(swt) for my sins, those I committed knowingly and those unknowingly. Let Him(swt) guides us onto the right path, the path of those He(swt) has bestowed His(swt) favor. Amen
